It is a "fan deck" of cards with various tints of a color or more than one color.  When you go to buy paint, those thin cards you use to choose the color you want are based off the Pantone Matching System.

Pantone became a company in 1962 and originally sold color cards for cosmetics companies.  On August 23, 2007, Pantone was purchased by X-Rite, inc., for a price of $180 Million, with the deal being completed in October 2007.  X-Rite uses its own color measurement system and software alongside Pantone's matching system to help other companies produce exact coloring for their products.
